SER-advies Biomassa in balans - Een duurzaamheidskader voor hoogwaardige inzet van biogrondstoffen

De SER geeft met dit advies richting aan de ontwikkeling van een duurzaamheidskader en brengt de consequenties hiervan in beeld voor de inzet van biogrondstoffen in verschillende toepassingsgebieden.

Voor de SER wordt de mate van duurzaamheid bepaald aan de kant van de productie tot en met de toepassing. De SER geeft daarom criteria voor duurzame productie en een afwegingskader waar de biogrondstoffen toe te passen.

De SER richt zich vooral op de opkomende toepassingen van biogrondstoffen (energie, grondstoffen en materialen) en minder op vezels (textiel), voedsel en veevoer, waar verreweg het grootste deel van de biomassa voor wordt ingezet.

Het Platform Duurzame Biobrandstoffen heeft een aantal reacties gegeven tijdens en na de publicatie van het advies:

  • in de aanloop naar de publicatie van het advies stuurde het Platform een brief, samen met Circulair Bio-Based Delta.
  • een gezamenlijke reactie op het SER-advies van de Federatie Bio-economie Nederland, Bio Treat Center, Circular Bio-Based Delta, Agrodome, Biogas Branche Organisatie, Platform Bio-Economie, Rotterdam Biomass Commodity Netwerk, en het Platform Duurzame Biobrandstoffen, met het nadrukkelijke verzoek voor langjarig, stimulerend, missiegericht beleid voor de post-fossiele economie die  langjarige investeringszekerheid biedt voor de duurzame productie van biograndstoffen.
  • Specifiek op biobrandstoffen heeft het Platform met haar leden ook een reactie opgesteld.

Biomass in the balance: A sustainability framework for high-value use of bio-based raw materials

This SER-advisory report deals with the role of biomass in the transition to a carbon-neutral, circular economy by 2050. Biomass can be produced from crops, trees and plants, algae and animal products. In order to make the desired contribution to transition processes, biomass must be produced and used as sustainably as possible.

Use of bio-based raw materials must contribute to sustainability transitions

In this advisory report, the SER provides guidance on the development of a sustainability framework and illustrates the consequences of this for the use of bio-based raw materials in various areas of application. The SER's ambition is to ensure that the use of bio-based raw materials will contribute to three sustainability transitions in order to promote a broad concept of prosperity.
