Launch of the Belém Commitment for Sustainable Fuels | 2025

Summary
During the pre-COP 30 held in Brazil in 2025, the Brazil’s Ministry of Foreign Affairs launched the Belém Commitment for Sustainable Fuels, known as Belém 4x which is an initiative aiming to build high level of political support with the global goal to quadruple the production and use of sustainable fuels by 2035 from 2024 levels. This text has been co-sponsored by Brazil, Italy, Japan and supported by India.
The Belém 4x Pledge aims to promote the scaling up in the global adoption of clean and sustainable energy sources, such as hydrogen and its derivatives, biogases, biofuels, and synthetic fuels, which can replace fossil fuels as part of the ongoing effort to promote alternatives to fossil fuels in the energy systems and fight climate change.
Pledging countries have committed to work collaboratively to scale up sustainable fuels and take comprehensive domestic actions to contribute to the achievement of the declaration. In addition, countries ensure that efforts to scale up sustainable fuels are conducted in an environmentallyand socially responsible manner.
The Belém Commitment for Sustainable fuels calls on other states to join the Pledge on Sustainable Fuels.
