Achtergrond en leerdoelen

Vanaf 2025 wil Nederland gaan sturen op de klimaatimpact van hernieuwbare brandstoffen, op een zo laag mogelijke CO2-intensiteit; dat betekent dat ketens die de hoogste reductie hebben (of zelfs negatieve emissies behalen) aantrekkelijk worden.

Na het volgen van dit seminar kan je uitleggen dat hoewel hernieuwbare brandstoffen CO2-uitstoten, deze toch de impact op het klimaat kunnen terugbrengen. Ook leer je wat er met "net-climate neutral" bedoeld wordt en krijg je inzicht in hoe je op verschillende plekken in de keten de carbon footprint verder kan verlagen.

• Je krijgt een overzicht van de relevante beleidscontext in Europa en de achterliggende methodologie.
• Je kent de regelgeving in Nederland en je begrijpt hoe in het huidige systeem te voldoen aan de verplichte doelen en begrijpt wat er per 2025 gaat veranderen.
• Je weet de beter presterende hernieuwbare brandstofketens te identificeren of weet aan te geven waar in de keten meer winst te behalen valt.

Uiteindelijk kan je zelf de broeikasgas-besparing uitrekenen aan de hand van de volgende voorbeelden: een RFNBO, liquified/compressed biomethaan, perennial crop on severely damaged soils, en waste-to-fuel ketens.

Dit seminar is voor iedereen die te maken heeft met hernieuwbare brandstoffen in wegvervoer, binnenvaart, zee- en luchtvaart en graag de beleidscontext goed wil begrijpen.

- 09:15 - 09:30 De basisprincipes van carbon accounting

We leren je de basisprincipes van carbon accounting en de belangrijkste methodes die hiervoor worden gebruikt.

- 09:30- 10:45 Eerste blok

Recap van de beleidscontext + we duiken dieper in de RED-methode. We leren hoe we een koolstofvoetafdruk van hernieuwbare brandstoffen kunnen berekenen ten opzichte van de fossiele referentie. Ook de kwestie van indirect land-use change (ILUC) komt aan bod.

We splitsen op in teams en maken kennis met enkele casussen, met voorbeeldoefeningen om de koolstofvoetafdruk van verschillende soorten hernieuwbare brandstoffen te berekenen (zoals RFNBO/e-brandstoffen, brandstoffen op basis van afval, biomethaan).

De verschillende teams presenteren hun resultaten en we houden een plenaire discussie. Hier ontrafelen we de complexiteit van koolstofboekhouding in verschillende cases zoals: RFNBO's, Recycled Carbon Fuels, afvalbrandstofketens met CCS. We identificeren samen manieren om de in deze hernieuwbare brandstofketens te verbeteren.

We leren over de Nederlandse aanpak om te voldoen aan de jaarlijkse verplichtingen voor het op de markt brengen van hernieuwbare energie, hoe de doelstellingen worden berekend, het marktsysteem en de markt voor hernieuwbare brandstoffen, hoe de doelstellingen worden berekend, het marktsysteem met biotickets (HBE's), wat er is voorgesteld en zal veranderen vanaf 2025.

- 14:50 - 16:10 Simulatie van het gedrag in de Nederlandse markt na 2025

We nemen een deep-dive in het begrijpen hoe het Nederlandse marktmechanisme zal werken na 2025, in een systeem met emissiereductie-eenheden (het ERE-systeem).

Background and learning targets

From 2025 onwards, the Netherlands want to focus on the climate impact of renewable fuels, aiming for the lowest CO2-intensity; this will lead to value chains with the highest emissions reduction (or even negative emissions) will become more attractive.

After completing this seminar, you'll be able to explain how renewable fuels achieve lower climate impacts, even though they still emit CO2. You'll also learn what is meant with "net-climate neutral" and gain insight into how you can further reduce the carbon footprint at different points in the supply chain.

• You'll get an overview of the relevant policy context in Europe and the underlying methodology.
• You'll understand the regulations in the Netherlands, how to comply with the mandatory targets in the current system and what will change in 2025.
• You'll be able to identify the better performing renewable fuel value chains and to pinpoint where in the chain more savings could be made.

In the end you'll be able to calculate greenhouse gas reductions for the following examples: an RFNBO, liquified/compressed biomethane, perennial crops on severely damage soil, waste to fuel chains.

This seminar is for everyone working with renewable fuels in road transport, shipping and aviation and wanting to better understand the policy context.

·       09:15 – 09:30 The fundamentals of carbon accounting

We learn the fundamental principles of carbon accounting and the main frameworks used for this.

·      09:30– 10:45 First block

We do a recap of the policy context and dive deeper in the RED accounting method. We learn how to calculate a carbon footprint of renewable fuels against the fossil reference. Also the issue ofIndirect Land Use Change (ILUC) is taken into account.

·       11:00 – 12:00 Case exercises

We split up in teams and are introduced to some cases, with example exercises to calculate the carbon footprint of different types of renewable fuels (such as RFNBO/ e-fuels, waste-based fuels, biomethane).

·      13:00 – 14:15 Presentations and synthesis

The different teams present their results and we have a plenary discussion. Here we unravel the complexity of carbon accounting in different cases such as: RFNBOs, Recycled Carbon Fuels, waste fuel supply chain with CCS. We identify together ways to improve the CO₂ performance in these renewable fuel chains.

We learn about the Dutch approach to comply with the annual obligations of bringing renewable energy to the market, how the targets are calculated, the market system with bio tickets (HBEs),what has been proposed will change from 2025 onward.

We take a deep dive in understanding how the Dutch market mechanism will operate after 2025, in a system with emission reduction units (ERE system).

Intro webinar

Als voorbereiding op de workshop biedt het platform een webinar aan op 13 mei. Deze webinar zet alvast de Europese beleidscontext en de beginselen van de carbon accounting methodiek uiteen. Deelname aan de webinar wordt aangeraden maar is optioneel.

In preparation for the workshop the Platform will host a 1 hour webinar to get you up to speed on the European policy context surrounding renewable fuels and on the basics of carbon accounting methods. This webinar is optional but recommended.
